I don't know that he was under obligation to produce an ID card. To identify himself (by giving his name and address), probably, but there is no obligation that I know of to use a card to identify yourself, unless you are driving, then you need to show your license to drive.
The smarter thing would have been
not approaching the officer in the first place. The only reason for the encounter at all was because the videographer wanted one.
