They aren't speaking about President Obama at all. It's a long-standing joke between the 2 of them on a subject about which Justice Thomas refuses to give Rep. Serrano his opinion.

Rep. Serrano was born in Puerto Rico in 1943 and moved to the U.S. as a child. A person born in Puerto Rico after 1941 is a "U.S. citizen at birth," by a statute enacted in 1952 (8 USC 1402). But there is that same old debate about the definition of "natural born" as it applies to the presidency. Specifically, whether a person born in the U.S. territory of Puerto Rico with natural born citizenship conferred by statute, assuming arguendo he meets the age and US residency requirements, qualifies to run for the presidency.
