No, as I said before, the seat of the US Government is a TERRITORY. The term District was not coined until 1871.

The Constitution also states Representatives and Taxes shall be apportioned according to the respective numbers. UNTIL SUCH TIME AS RENUMERATION CAN BE MADE New Hampshire shall choose three representatives, Massachusetts eight, Rhode Island Plantation and Providence Plantations one, Connecticut five, New York six, New Jersey four, Pennsylvania eight, Delaware one, Maryland six, Virginia ten, North Carolina five, South Carolina five, Georgia three.

They quite clearly intended for the issue of representation to be revisited. And as they include the plantations of Rhode Island and Providence, along with the commonwealths of Virginia, Massachusetts, and Pennsylvania, they also clearly did not intend for only 'states' to have representation, they clearly meant for every person to be represented.

I was born in Wash, DC., I may be a little more familular with it than a lot of un-informed posters on here making all sorts of claims.

One poster mentioned Terratories and said there weren't anymore terratories. Not true. There are 6 terratories, Puerto Rico being one of them.

One racist comment was made about "if they were white", fact is DC was mostly white until the late 60's.

Another assumption was made about congress not giving DC anything. Nothing could be more inaccurate.

Washington, DC was not made a state for a reason. that reason has not changed.
