If Chaves is a rapacious socialist dictator why is he opening former plantations to settlement by small scale farmers? Why does high test gasoline sell for five cents a liter in his country? Why is his country building high speed rail to Brazil and the rest of South America? Why do most of the people, except the former landed aristocracy, support his economics?
