I would actually tend to think, as Americans, most of us stand for human rights regardless of party affiliations. For a very long time both parties stand and stood for freedom and democracies around the world. I kinda liked what President Clinton said:

You can't control people without controlling things and to do that it must be done through coercion.

In what period of American history might have this been the case? WWII, the invasion of Kuwait perhaps? Other than that, for every era of championing human rights I can surely point to support for regimes that fully abused human rights with the tacit approval of the U.S., by both parties.
