BURLINGTON, Iowa (AP) -- Inmates at the Des Moines County jail in Burlington may have to begin paying for toilet paper. The county is facing a more than $1.7 million deficit in this year's budget and the Board of Supervisors gave department heads the option of cutting costs or facing the possibility of unpaid furloughs or layoffs.

Well they should have to pay for their own toilet paper...everyone on the "outside" does. Just as they should have to buy their own soap, shampoo, toothpaste, toothbrush, hairbrush/comb, cable TV, and any other PRIVILEGE that they think they're entitled to. Why should we, as taxpayers, provide this for them?? No one is giving us these things for free!
Actually I think they should even pay for their own prison cell as well... even the convict clothing... They can work in prison to pay it off... if they can't work, it better be for a good reason, or they can spend their time in a hole in the ground until their attitude changes... not only that... I think criminals should work with part of it going into a "release fund"... that is, when they are finally paroled or released from prison, they will have some money to last on the outside for a while...
Toilet paper will then become one more commodity for bartering and extortion in the prison system. Right now inmates are sold and traded as sex slaves for cigarettes, now they can be bartered for toilet paper, because the gangs that run the prisons aren't going to be paying for it.
Then stop sending so many people to prison and repeel three strikes and other ridiculous laws. Good luck with that one. Knowing the psyche of inmates, they'd probably start throwing excrement at the prison officers.
Not a chance of them charging for toilet paper. Will never happen.
They already do in a lot of states, and I believe the federal prison system does as well.
I know that they have to pay for their own underwear, their own clothing, their own toothpaste/toothbrush/comb/deodorant/and yes, even tampons and pads at the womens prisons. So, I am sure that paying for toilet paper is already a done deal in prisons.
