They were allowed to have paper and pens; no pre-written notes. Interestingly, there was no explicit rule -- for or against -- earpieces. Biden wasn't "zoning out" while Trump was speaking. He was listening. And his incoherent answers were because he couldn't process what he was being instructed to repeat.

I really don't think he had an earpiece. Given all the other rules, having an earpiece would have to be just a logical understanding. And CNN (and other broadcasters) certainly know about earpieces since every anchor uses them.
