No. There should be 1 thing in each bill. One bill per project. And the funding should only be good for 3 years.

This is where the accountability factors in. In DC someone presents a Bill and then tons of pork gets added on to it and it gets so big no one but the special interests know what is in it. Our Elected don't even read them and they Vote. it really is a dumb system.
Locally we have 2 aging bridges that will need to be replaced soon. They started off at $1 Billion and the project has now swollen to a projected $4 Billion. Being Massachusetts EVERYONE is going to have their hand out to be greased just like in the tunnel project in Boston called THE BIG DIG. What a debacle that was and traffic is no better.
The funny part is our Senators went back to DC and stated that WE need the bridges because there is a military base on the Cape and there would be no way to get to it if not for the bridges. The same day they were appealing to the powers that be they were also shooting down a proposed machine gun firing range on the base due to noise and possible ground water contamination.
You can't have it both ways Bozos. You want the military to help but you don't want to help them.
Oh well if the bridges do get built and the Federal $ comes up short I'm sure they will slap a toll on the bridges and even after it is paid off they will keep the toll up because our Elected have no fiscal responsibility and they are greedy.
If we ran our households the way the Feds run this country we would be homeless and living in a van down by the river.
We have trains derailing, bridges collapsing, runaway rising crime all around mass transit.
Traffic gridlock in major cities, and suburbs, airline interruptions due to software failures.
So, where has all the Trillions we've spent on infrastructure since the Obama era really go?
This is not a Dem vs. Pub issue...both sides spent the Trillions. We're $33T in debt, and have crumbling infrastructure...why?

This is why I firmly think any politician who proposes any spending bill should be required to personally come up with at least 20% of the spending out of his/her own pocket and be held personally liable to reimburse taxpayers for every penny of misuse.
As someone who works with airports, there is some much money being poured into airport projects. The people mover system in LA and the complete rebuild of LGA are two notable, high-profile projects, but there are plenty more in the pipeline like the brand new terminal in KC, the massive terminal expansion in Austin, a rebuild of three terminals in Houston, a new terminal at DFW, and a replacement for the 1960s era terminals at Washington Dulles. There is so much work going on.
With that said, there's a lot more to do. Infrastructure is expensive. Perhaps if we were spending less money on defense, social programs, and debt interest, we could do even more. But there's a ton happening right now.

So the question you should be asking is what Montana did with all the money they got from the federal government for infrastructure.
“According to Sen. Jon Tester’s office, the infrastructure bill also includes roughly $2.8 billion for Montana highways, $225 million for bridge replacements and repairs, and $3.37 billion for a slate of wildfire risk reduction efforts in Montana and across the country“
Our governor likes to spend it on travel… . But there’s a lot of work crews on the road lately. Been driving to Orlando etc and there are crews everywhere.
You actually see people working or you see sections that get blocked?
A lot of the blame goes to these silly mass transit projects the left does to try to remove vehicle traffic.
Rather than fund more busses, they do stuff like the Milwaukee Streetcar, something Mark Belling predicted was going to be a massive failure before they even starting constructing it. It goes slow and gets very little usage, and is a big money pit.
It was built with federal government infrastructure funds. Ridership is back up a bit post covid, but still free, bleeding red ink. A bus running along this route would have been FAR MORE cost effective. .
Luckily for me I'll be moving to Yakima in a month and the great thing is I won't have to deal with the Vancouver I-5 replacement bridge politics. It's estimated it's going to cost 7 billion and take three to five years and many people put that overrun as high as 10 billion.
What will this do? Well it avoids bridge lifts, even though they don't happen too often. If they just realign the bridge for the railroad that would stop over half of the bridge lifts. But they want to put through the Max Express and bring the crime train into Vancouver. It also requires us to shut down a small independent airport (Evergreen Airpark) I don't know where they're going to move that one to.
Also they want to have Congress change the laws and make I-5 and 205 toll bridges even though they built 205 with federal funds. Yeah being three and a half hours away from this mess will improve my life for sure.
So the question you should be asking is what Montana did with all the money they got from the federal government for infrastructure.

I think a lot of the infrastructure cash is being diveted to prop up gov't employee pensions.
Only insiders could provide proof of this, but public pensions are bleeding cash from local and state gov's.
