Seems like a reasonable measure to take. Now California will put it into effect in 30 years after environmental impact studies, lawsuits and claims of racism...at 50x the cost.

... and still fail to actually build it since construction will be subcontracted to companies chosen by skin color, gender and amount of kickbacks they agree to

Sad but true.

If they can get this settled quickly maybe they can get a few hundred Billion from Biden and his infrastructure plans.



Is it too soon to miss Trump and his attempts at cutting the red tape of the Feds to implement innovative ideas like this but of course if his name was attached to it the idea would never see the light of day.

Didn't CA already try something like this? Using floating plastic balls or some such thing? I remember something about that. It was quite a spell ago but something tickles my memory banks...

Los angeles does that with reservoirs and it works amazingly well. These are aqueducts.

I think that was something like ping pong balls to cover the surface of a reservoir.
