Its too early to tell what will happen under Biden. What we know is that Clinton left Bush with a surplus and a thriving economy which was in the toilet when Bush left office. Obama restored it and Trump trashed it.
Carter inherited a mess which started under Nixon. But none of us would be on a computer without Carter. Before Carter it was not even legal to own a phone, you leased it; the phone companies had a legal monopoly. Under Carter, telecommunications, transportation, energy, banking were all deregulated transforming and freeing up the economy.
During his time as president, Carter wasn't bitter and full of hate. He's actually a pretty decent human being, and has put in a great deal of time building homes for Habitat for Humanity. It's amazing to think about the fact that Carter has been building homes well into his 90's, while Biden can barely construct a coherent sentence.
