It's like living at a busy corner with no stop signs. Every once in a while you hear the screech of tires sliding across the pavement, and the crunch of metal on metal, and run over to see if this was a big wreck or just a minor fender bender.

I would imagine it's a secret ballot. Easier to hide the fingerprints when this genius idea fails to work out...
