This is 100% true, the rules are in place for a reason and should be followed.

“Diebold: the controversial manufacturer of voting and ATM machines, whose name conjures up the demons of Ohio’s 2004 presidential election irregularities, is now finally under indictment for a “worldwide pattern of criminal conduct.””

The 2004 elections were wrapped up pretty fast, and Kerry conceded the same day, although there were many States yet to be called. In the end the results were pretty close, but Kerry knew it was over when FL and OH were out of reach.
