The incumbent is always invited, not doing so would be churlish in the extreme.

Of course, if Trump decides to pout at Mara-whatever, that leaves Biden looking gracious and him looking petty to anyone but his fans.

Um, AFAIK, any American can go to an inaugural. If those folks don’t wanna come, they don’t have to. Why do you think anyone should get on their knees and beg them to come?
