Perkins Coie is the law firm that the Clintons paid $9.1 million to do research that came up with the phony Russia dossier.

Here, they are telling Nevada to not enforce election laws in order to avoid litigations.

This is a threat of litigation if their demands are not met. Their demands are clearly underlined for emphasis.
