Per the article, Pence’s team has not said whether he plans to return to Indiana, but he owns no property there and since he lives in “temporary government-provided housing” his address reverts to his last legal address, which is the governor’s mansion.

I can't see any problems: i would want to see someone challenge his residence for voting purposes. Living in DC in temp, VP quarters is not a permanent residence. I have never heard of a VP or Pres not voting in their home state.

From the article it seems like the question is does Pence actually have a legal residence in Indiana and where is it? Based on voter records, it appears the address Pence is using as his legal address is the Governor's Mansion.

He owns no property in Indiana and hasn't been governor for several years.
Odd that he still claims that as his residence.
I will assume that Mr. Pence remains eligible to vote in his home state.
Indeed, a similar question may be asked of President Trump, whom last year declared residency in Florida, at that country club (Mar something), although the agreement with the city council stated that he may 'never' declare that country club his residence, in pursuant to an agreement he made.
