I believe that someone has to make a quorum call to request a vote, which means that Democrats have to actually show up and do their jobs for this to happen.
Despite two members of the Senate Judiciary Committee having been diagnosed with the Wuhan virus in the last couple of days, Committee Chair Lindsay Graham announced just a short while ago that the Senate Judiciary Committee hearing scheduled to begin October 12 will proceed as planned.

This strong display of leadership by Senator Graham will also be good look for Senator Graham in the closing days of his Senate re-election campaign in South Carolina, as an added bonus.
