The thing is if someone actually had left a noose, they very would could be protesting Wallace's antics than just that he is half or whatever black.
Leaving a noose is intimidation and threatening act, but I don't buy it's automatically one based on race and shouldn't be some outsized federal crime.

FBI says Bubba Wallace not a target of a hate crime
(CNN)The FBI said it has concluded its investigation in regard to the noose found in the team garage of NASCAR driver Bubba Wallace and determined he was not the target of a hate crime.
"The FBI learned that garage number 4, where the noose was found, was assigned to Bubba Wallace last week," the agency said in a statement Tuesday. "The investigation also revealed evidence, including authentic video confirmed by NASCAR, that the noose found in garage number 4 was in that garage as early as October 2019. Although the noose is now known to have been in garage number 4 in 2019, nobody could have known Mr. Wallace would be assigned to garage number 4 last week."

You are correct, something is "fishy" about this story, they knew from the beginning that there was no hate crime, yet they all went along with the fraud. A declining NASCAR ginning up some publicity.
