You linked an unclear TMZ video from 1/9/2019. IF it was RBG (can't tell who it is though), it doesn't matter because it's from 1/9/2019 and not Feb 4, 2019. TMZ is less credible than WaPo. So saying not to believe WaPo but posting an old unclear non-related TMZ link is ingenious.
WaPo reports she attended a function in DC on Feb 4, 2019. This has not been debunked. You said the guy that wrote the article deleted his twitter account. This is untrue. His article on WaPo is still posted and his twitter acct still active. Your claim has been debunked.

It really has to be seen to be believed. Any critically thinking adult knows this is a woman, as demonstrated by her complete absence from public life, even though she's a public servant, as sign that something very very bad wrong, and they don't want the public to know it.
