Only leverage? The hold everything but the house. Trump is just a whiny child trying to get things done the easy way. He didn’t even try to get this passed in his first two years. Want to see how to get something like this done? Look at LBJ and Medicare. At the beginning of his administration he proposed a new version of the King-Miller bill, he worked with congress on drafting various versions of it until he could get it passed by both parts of congress. This involved committees, hearings, expert testimony, and so on. It takes time to do something right. At no point did LBJ hold nearly a million Americans citizens hostage to try to go around the process. Trump has neither the skills nor mindset to actually govern, as evidenced by the fact that his first attempt to get the wall was a shutdown.

McConnell is now part of the Executive Branch? When did this happen? Surely, you aren’t suggesting the SENATE majority leader is abdicating his Constitutional duties purely for Party.
