Elemental had a formal partnership with In-Q-Tel, the CIA's investment arm, which gave it an air of trustworthiness that allowed it to sell billions of dollars' worth of hardware to US entities.

This is probably the biggest story in a decade - if not more - and could have major repercussions for trade and possibly war. Hello... anyone home. Not to mention there was a spy on Fienstien's staff for 10 years.

So they've managed to co-op the BMC, and in a pretty predictable fashion. And while it does allow for some pretty insane hacking abilities, it also could be used to disable the hardware. The BMC runs separate of the cpu, and can control some pretty basic motherboard functions. They could simply turn these machines off permanently.
