Why are ISIS soldiers and rapists being allowed in to Germany as refugees? (Iraq, middle east)

Haven't they been vetting the refugees coming in to the EU? Or maybe vetting these people just isn't all that effective? Sad that the victims of these men have to flee back to the middle east to escape them, while the soldiers themselves can walk around Germany with impunity.
