The NYPD can pursue disciplinary actions against any employee as they see fit.

One of the officers employed a choke-hold which is against department policy.
It is certainly not circumventing justice to discipline employees who blatantly disregard the standards and procedures that are part and parcel of their job descriptions.

Or are employers now no longer allowed to expect that their employees will follow their directives?

He's not being criminally charged though. The Feds, the city and the state haven't charged him.

This is an internal Department charge.
