This is interesting because the republicans can still approve the payments through legislation, so once again he has asked the GOP to put up or shut up. So we heard from the Tea Party in Rand Paul but I can't imagine the other red state governors are going to react well to this. Either way this will impact Trump's constituency greatly in the states he carried.
Trump isn't going against the legislative branch. It's the legislative branch that declined to fund Obamacare.

Congress will now need to decide if they want to pass legislation to approve the subsides for the ACA, they can let this slide at their own risk. I do believe there will be a few unhappy governors and voters.
