I don't think anyone "Gave Bush a pass". He did react after the fact, for better or worse. That is why we have the TSA, HSA, the Patriot Act and are in a war in Afghanistan.
What actions did Obama take after Fort Hood or the Boston Bombing to secure this country from similar attacks? Oh...wait...he imported more of his buddies from 3rd world Muslim countries that commit these acts. I knew there had to be something that he did! Oh, and labeled vets, terrorists, don't forget that one.

The attempted Times square bombing back in 2010. If the terrorist successfully built the bomb, there would've been some casualties. Thankfully, the bomb was a dud.

Name one terrorist attack inside the United States under St Reagan (I'll pause here so you can bow your heads in reverence), in which Americans died, that you hold him as responsible as you hold Clinton or Obama for attacks that occurred when they were president.

as for the two terrorist attacks you name here, Mr. Obama has not been blamed for the attacks by "bush defenders" whatever that is...
rather conservatives have been vocal about the fact that Mr. Obama wont call these attacks "terrorist attacks".
the boston thing was "lone wolf" the Texas attack was "work place violence" according to Mr. Obama.
