Congress? We have a Congress? Wow you'd never know it. They do nothing but take eternal breaks and campaign. They made it clear in 2009 they had no intention of getting anything done while Obama is in office because he might look good. Glad someone is in DC working.

You do know that's really irrelavant to the topic at hand, right? Me? I am FAR more concerned with a President who has a pattern of ignoring the separation of powers than any vacation he has taken or not.
The article says it is not meant to have legal meaning, only political meaning. It works by asking for voluntary pledges from countries, and the only means of enforcing the rules is by "naming and shaming". If the Congress wants to get involved in that, then they should do so, but I don't think they will be bothered with something like that.
Who is he going to name that will bring such shame?

But if you can take a minute to look at something rationally instead of ideologically, you can see that it really doesn't matter what he's taking action on. The action itself is un-American. Our laws are supposed to be passed by Congress, not by Presidential decree. The President can absolutely sign treaties with foreign nations, but not treaties with foreign nations that will affect domestic policies.
It doesn't matter whether what he signed was good or bad, what matters is that he did not have constitutional authority to sign it.
Remember that all the power you put in Obama's hands will pass on to the next President and the one after that. You shouldn't be so shortsighted.

All they have to do is not pay for it...which is what they will due btw. So Obama can sign any agreement he wishes but Congress won't pay for it making the agreement just for show...which is all he wants anyway imo. He'll get kudos from Europeans and Americans that have bought into the extreme and 100% wrong Global Warming predictions.
Yes, they have the power of the purse. After the elections, assuming they wish to and can muster the votes to over-ride Presidential veto, they can pass legislation further defining and limiting the powers of the Presidency.
