Doesn't the UN say, as the US is a signatory party, that refugees are supposed to go to the nearest safe country, and not go "asylum shopping"?

Overflow. The UN is having a special meeting.
We took in Iraqi refugees.

There's just too many these days to shuttle off to other countries close by.
There's wars in almost every ME country now.

From my OP link:

Jordan and Lebanon each have taken in about 500,000 refugees and Turkey has more than 375,000, according to the U.N. refugee agency. It predicts that the total number of refugees will double to 3.2 million by the end of the year.

Completely nuts. I could see if this was 17-1800's America with tons of resources and untapped fertile land but it's not. It's 2013, the health system and every other social welfare system is working at maximum capacity and we have a huge under and unemployment problem as seen by the LPR among other things. And all our government wants to do is give amnesty and asylum to 10's of millions of people who can't even speak the language so how in the world can they find employment and contribute. They'll just be a further strain on a weak economy.

It is nuts, I agree. We are becoming the flop house to the world at the expense of our own citizen's beings.

We really need to start implementing an exit visa program for refugees. I can bet you at least half of them will stay here beyond the time that the wars are over.

What worries me is you have 1.6 million displaced people looking for someone to blame. The sins of their corrupt government are soon forgotten. Many with little or no education. They fall prey to the radicals and now we are stuck with just say 1% of them who are twisted.
