Amazing how you answered your own question but didn't recognize that you had. There are entitlement programs, the benefits that you are entitled to, and need tested programs that you apply for and you might get them or you might not.

Or am I the one who is missing the point that you are trying to make?

Social Security is a transfer program.

It transfers money from people that are working to people that are retired.

Entitlement is a government term which enables them to disconnect the contract made between the government and you regarding monies deducted from your wages and hopefully invested on your behalf for use at retirement to one where you are bestowed benefits which may be reduced as determined by the government.

Your 401K is a private entitlement program. As is your private pension or annuity, etc. I mean using the same logic the government has.

You are born here you are a citizen
You legally emigrate here you are a resident
You illegally emigrate here and you are an undocumented resident. Previously, you were an illegal alien.

See how a word or words can change the meaning of the same thing?

social security was a transfer program its not now. its an entitlement program. lots of people get SSI SSA they did not earn it.
