Illinois' days as the only state in the nation to forbid public possession of a firearm could be numbered after a federal appellate court threw out a state ban and gave lawmakers six months to figure out a way to let people legally carry guns.
The 2-1 ruling Tuesday by a 7th U.S. Circuit Court of Appeals panel in Chicago affirmed a constitutional right to have ready-to-use firearms for self-defense outside the home.

Attorney General Lisa Madigan, representing the state, said her office is studying whether to seek a rehearing, ask the full complement of 7th Circuit judges to rule or appeal to the U.S. Supreme Court, as some gun control groups have advocated. If the ruling is upheld, the citizens of IL have alot of catching up to do with the rest of the U.S. Officials in FL have announced that by next week, they will be processing the one millionth concealed carry permit. More than any other state. And FL is a 'stand your ground' state.

I bet dollars to donuts that Posner exchanged ideas w/ John Lott when he was at U of C. It would be a natural connection. The idea that concealed carry is covered under the 2nd Amendment is kind of a cognitive disconnect for me, having grown up in the era when few states had it. But it does say "keep and bear arms," of course. This could have a lot of reverberations for states like california, even bans on carrying pocket knives in NY and other states.
I am in Illinois and find it ironic that the areas that are the strictest with guns have the most crime. That's because gangs always get guns.
Really because Rockford isn't very strict with guns yet they have one of the highest violent crime rates in the country.
And Cook County has pretty strict gun laws, yet there are a multitude of safe towns there. And unsafe ones too. But that still works against your theory.
Sooner or later the Libs will learn that they are not going to disarm the American people. Glad to see this decision in Illinois.
