Maybe it's a good thing the USA sends men and women abroad to "secure" and "stabilize" the world...
otherwise the US unemployment rate would go sky high.

"NATIONAL" guard troops going to another continent. Yea that makes lots of sense. Policing the world; will it ever end?

The National Guard has fought in every major US action since WW I. They fought in Europe, Central America, Korea, Vietnam, and of course Iraq and Afghanistan. The term "National" means that they are federal troops, not that they only fight to protect the nation.

Given that the Gulf Coast is about to get slapped by Issac, shouldn't they be state side to assist with the clean up?

This particular National Guard unit being deployed is from Kentucky. I do not think Issac will make it as far as Kentucky.
