We are a funny country, we like to keep our advantages and stolen benefits, but preach to everyone else with our self-righteousness. Native Americans should receive a mass amount of land, anything else is crap.
The Federal government does adjudicate Indian land claims and helps negotiate with landowners to help tribes buy back some of their ancestral land and expand their land base. The most spectacular case in relatively recent memory was when a couple of tribes sued for the entire state of Maine. The Supreme Court found in favor of the tribes. President Carter helped broker deals between the state, the tribes and private landowners so that the tribes did get a fair amount of land. They didn't expect to get the whole state, of course, they were only trying to make a point. They settled for less but did quite well in the end.
Look, you are talking to the decedents of the whites who murdered,and stole the land of Natives. The ones they didn't kill off, they relocated them to the pits of the country.

Erm, I am afraid that I don't quite understand the point you're trying to make here, so I'll clarify my position:
No. States should not be given back to Native Americans, because even they weren't above fighting over resources, desirable hunting grounds, etc. contrary to the seemingly widespread belief that they didn't believe in the concept of ownership.
Besides, NM (my home state) has one of the highest populations of Native Americans, in the top 10 somewhere. The NA population here seems like they don't really care one way or another.
