Some shady outfit in the Bronx was promising it's victims of a $1000 debit card that came from government surplus money in exchange for personal information.

The sad part about it is that they didn't have to offer $1000. People would've handed over their info for a free 20 oz. coke or maybe a five dollar american express gift card. They could've easily sold those on the black market to cover the cost and make a tidy profit in the process.
It's a scam related to tax refunds and has literally nothing to do with "free money" or Obama.

Actually, it's you who didn't understand it. Did you hear the lady say that the promised money was "Money from Obama?" The reporter then followed up with a confirmation question to clarify.
The stimulus is tied to Barack Obama. This was in the Bronx. The lady made a direct comment about Obama. How many clues do you need?
The income tax refund part of the business is 100% irrelevant considering that the people didn't come forth with their tax papers to be filed.
They came for "stimulus money." Who passed the Stimulus? Barack Obama. The connection is clear to everyone but you.
