Congress is paid by the taxpayer. Buffett is making a good point to the party that supposedly cares about fiscal sanity, to put 10% of their taxpayer funded salary towards balancing the budget, while he will pitch in 15% of his private funds.
It's not moronic, it's about as patriotic as it gets that he is willing to reach into his own pocket to help america.
