Drop one? You don't drop anything with the HAARP system. You boil the ionosphere with it. Very high power low frequency signals reflected back to the earth can cause earthquakes.

The US is not the only country that has HAARP systems or similar type systems. The University of Tokyo has one and it was in operation the day of the earthquake and the days preceding it. They did it to themselves but they probably didn't intend to create an 9.0 earthquake. There is also a US operated HAARP system at the Arecibo Observatory in Puerto Rico and it was in operation when the earthquake occurred in Haiti.

Pretty interesting actually. This is perhaps one of the best studied giant earthquakes since we have had remote sensing satellites to observe around the earth. If a strong enough correlation could be demonstrated, if might be enough provide some sort or warning. It says in the article that the heading occurred three days before the quake. That is pretty long lead time to get people away from the coasts.
It is known that electromagnetic radiation precedes earthquakes. There is a relationship between the strength of the earthquake in magnitude and the level of electromagnetic radiation. Many animals are able to sense this and will flee the area just prior to an earthquake.
Additionally, it is known that algal blooms will precede seaquakes. In the 1-3 day just prior to a seaquake, red, green, blue and brown algae colonies will bloom in population and size. That is likely due to the fact that electromagnetic radiation will heat the water.

The High Frequency Active Auroral Research Program (HAARP) is an ionospheric research program jointly funded by the U.S. Air Force, the U.S. Navy, the University of Alaska, and the Defense Advanced Research Projects Agency (DARPA).
Built by BAE Advanced Technologies (BAEAT), its purpose is to analyze the ionosphere and investigate the potential for developing ionospheric enhancement technology for radio communications and surveillance. The HAARP program operates a major Arctic facility, named the HAARP Research Station, on an Air Force–owned site near Gakona, Alaska.
The most prominent instrument at the HAARP Station is the Ionospheric Research Instrument (IRI), a high-power radio frequency transmitter facility operating in the high frequency (HF) band. The IRI is used to temporarily excite a limited area of the ionosphere. Other instruments, such as a VHF and a UHF radar, a fluxgate magnetometer, a digisonde, and an induction magnetometer, are used to study the physical processes that occur in the excited region.
