Since 9/11, the government has spent billions on contracts. The contractors are doing the jobs that our government is suppose to do.

But you still need someone to shuffle the 3000 forms each contractor needs to fill out.

It's cyclical. The Rumsfeld way of outsourcing as much as possible has shifted to reducing contracts and insourcing more.
