I just stumbled upon this publication. All I can say is wow!
Seventy years later, the carefully laid plans to change America from a sovereign, constitutional republic with a free enterprise economic base to just one of many nations in an international socialist (collectivist) system (New World Order) are apparent. Only a dumbed down population, with no memory of America’s roots as a prideful nation, could be expected to willingly succumb to the global workforce training...
“Payment for Results” and Outcome-Based Education are based on teacher accountability and require teaching to the test, the results of which are to be “measured” for accountability purposes. Both methods of teaching result in a narrow, mechanistic system of education similar to Mastery Learning...

Steven, Thanks so much for posting this. I am currently reading Charlotte Iserbyt's book and can hardly put it down. I wish more people would read this and realize how we are all being programmed to accept a Socialist form of government which inevitably will lead to Totalitarianism. The Dept. of Education is just a tool to indoctrinate us all and unfortunately it has worked. People know no difference. I, myself, was partially a victim of it. I only came to question it when I, myself, had children and noticed something not quite right when my child was enrolled in a new school district and started coming home with "odd assignments" and I started doing some research trying to figure what was going on. It was then that I came across Charlotte Iserbyt and others who helped enlighten me as to the true agenda of the Dept. of Education. I have found these other books enlightening if you are interested:
Fed Ed: The New Federal Curriculum and How its Enforced by Allen Quist
America's Schools: The Battleground for Freedom by Allen Quist
Que*ring Elementary Education with a foreward by Kevin Jennings (Our Safe Schools Czar appointed by Obama)

So our current educational system is the "butterfly" in your theory...
My ex and I saw this coming in about 1999..when the testing started in Washington state. We got into a pissing contest with the teacher..I knew all about teaching to the test because I was in the military. In Basic and AIT it was all teach to the test. Anyway, I was told I could take my child out of the school system and home school her...but was also reminded that she would still have to take the test. We moved and put her in a more progressive school district and also started having more discussions about US history and science. Yes, she passed the test but she is also well rounded...she questions authority in a healthy way, she does her research and forms her own opinions.
What better way to infiltrate a society than through its educational system. You can shape the entire cultural identity and social fabric of a people through their education system...when you really think about it, given a couple of generations, it truly wouldn't be that difficult to do. Heck, Hitler, Stalin, Mao, and even nutty Kim Jong-Il had all done it in much less time. There is a speech given by Nikita Khrushchev stating that communism in America wouldn't be achieved militarily but slowly by through its education system (nutshell). Having taught in public schools for 10 years and having witnessed first hand the dismal results of outcome based education/mastery learning, I can say Khrushchev would be most pleased.
Ya know, I remember when Kruschev (sp?) told us that we would be destroyed from within. He was and is still very correct.
This is not so far fetched as many would like us to believe. The Communist influence in the Dept. of Education from its inception is clearly documented in Iserbyt's book, "The Deliberate Dumbing Down of America."
Why just NCLB alone is over a decade old. That generation has now graduated.
The new teachers today are the product of that type of teaching. They were taught that themselves and are teaching it to the next generation. Why would they question it..that is all they know.
