Sounds like an overreaction on both sides to me. The staff was "upset" because of a mess of pennies? Seriously, the man and the staff should just grow up.
When I worked in retail, if I was the last person using a register for the night I had to count down my till to a set amt ($200 I think) and then count everything else and put it in the safe. This normally took about 5-10 minutes and I didn't really mind because it meant I got to close my register 10 minutes before the end of my shift.
If you have 2,500 pennies to count... it's gonna take way longer than 5-10 minutes. I'd be upset too~

Yeah, but a hospital billing department is going to be a bit different than retail. I worked retail, too, and counted many drawers and safes. Really, all they needed to do was either roll it or talk to their bank about having it counted there. Coin counting machines rock! Still a lot of pennies; quite a statement that guy made. Not a nice one.
Per the article the guys sounds like he was being an arse for the sake of being an arse.
Just break out the checkbook and pay like a normal person. Don't make a scene. He should have been cited.
It's scary that you think this. The fact that you think he should get a citation simply for being a jerk (in your opinion) is downright frightening.
Should he have been cited? Absolutely not - he broke no laws. Pennies are legal tender, and if the staff didn't want to accept them, they could have simply refused the transaction - they have that right.
And I don't believe for one second that they were "upset" because there were pennies on the counter. Give me a f'ing break...
I don't think he should be cited for being a nuisance because this is what he was clearly. He did pay, but in pennies, and i understand from some, that people do hate receiving pennies. It was more the manner in which he did it, that stands out the most, could he not of been more careful.
Any business can refuse payment if in all pennies. When you come down to it, nuiasance or not, the man paid but in pennies!
Although pennies are legal tender, the merchant does not legally have to accept them. The merchant can refuse to accept pennies as payment.
That's kind of resorting to technicalities. If the man had paid in nickels, or dimes...or one-dollar bills, for that matter, he probably still would have been cited.
