I honestly don't believe the word of the dictator of Chad without some more reliable source confirming his claims especially since he's been angling for ever more military and financial aid from the west since he won the latest civil war and broke the back of most organizations which oppose his dictatorship. What better way for one of the most corrupt administrations in Africa (and that's saying something) to get more aid from the west then to claim there is a huge terrorism danger that only he knows about "so give me more money and I'll tell you about it"?

Well, that would be confirmation that the western allies don't know where the rockets are but that is not so surprising. That doesn't mean terrorists have them as the rebels have grabbed most of the stuff for use in fighting the government but it is certainly a concern. Much more now that French officials have said they're concerned so it's no longer just one of Africas most corrupt dictators making allegations (though I note the French don't confirm the Chadian claims and instead the French simply say they are concerned).

Perhaps not if the rebellion had been defeated early on...if foreign powers had not intervened....

We do know that Libyan rebel forces have members of Al Qaeda among them.
We do know that the armories of Libya were opened up to anyone in the rebel held areas.

But it is not like we could have stopped it from happening,all we could have done is not intervened at all.

Civilian as in an airliner?

And I don't know about you,but I don't know anyone who owns a surface to air missile.
