That doesn't surprise me; when they passed a bill not too long ago that outlaws air-conditioning systems that use freon, I got very upset. My A/C is only 12 years old and it still has plenty of life in it, probably about another 15 years, and it never has to be recharged, so when something goes wrong with it, instead of spending a small amount to get it fixed, I'm going to have to spend about $5,000 on a new system that doesn't use freon.
The local News in Minnesota reported how window manufacturers (local SMALL BUSINESSES) are going strong, can barely keep up with orders , are making a profit, have employees that are earning a living, thanks to the weatherization tax breaks.
Some things work, some things don't. (something in Chicago is corrupt!! What a shocker....must those low class chicagoland people) )
The Repulican method of doing nothing, does nothing.
There are , and always have been, corrupt people in the U.S.A.....was it a bad idea to create a country......bad people don't make the idea bad.
Never mind that we taxpayers have money taken from our paychecks so somebody else's home can be weatherized.
And lets not forget to mention the over-billing scams and ineptitude that occurs with every government give-away program and ultimately turns them into the boondoggles we all know them to be.

Oh, now where did my hard earned money go to fix my own own driveway, roof, septic tank,car, etc.?
I have a friend who works for them, he said it makes him sick that they HAVE TOO take out thermostates with mercury but put 20-40 new mercury filled bulbs in each home. He basically has been told do your job and they know what's best.

Do you have reference for that? $8K should produce significant savings if it were spent on insulation and windows.
Having said that if this is administered properly or was set up as loan type program it could have long term benefits. Many low income families unable to afford the initial large outlay of cash for improvements like this continuously throw money away for heat. Long term they spend a lot more. Besides you may be partyl paying for that wasted heat already through the LIHEAP program.

actually the winterizing program was not a bad idea, had it been properly administered, and costs properly contained, it would have long term benefits.

dont panic, there are plenty of good replacement refrigerants on the market to replace the R22 that your system uses. you wont need to spend $5k to replace an otherwise good system.
