Any thoughts on this? Maybe consolidation and merging municipalities and schools is not to far on the horizon.

What would that do to solve poverty? Rising poverty has a lot more involved at the national and state level too. Many suburbs (which includes local towns along the rivers) have had some high poverty for years also.

Many of these towns were created & existed for a specific reason of supporting a particular industry. Said industry no longer exists yet many of the people decided to stay. No other result other then increased poverty should be expected.

It's like a ringworm effect, when I was a ute, in the late 60's, mid 70's "poverty" was south of the Charles Street Bridge. By 1980, it was the Ross/City border. By 1990, it was West View and south. On my trip back last year, conventional wisdom was that "poverty" was anything south of Northway Mall, and that the current "middle/upper class belt was now Cumberland Road to Wexford. I was amazed at how frequently I heard the comment "we don't go below Brown's Lane (at McKnight) under any circumstances, especially at night", when I was visiting. Kinda freaky, plus that bodes poorly for Ross Park Mall.

Yeah, but that is assuming people live where they work. Don't most people commute to work? Does McCandless have an industry?

I... kind of don't believe you at all. South of Brown's Lane? Are you kidding? Are they scared to go to Qdoba after six? If you are really hearing this a lot, it just sounds like you associate with some insanely paranoid people.
