Are there any decent bar's that you can have a quiet drink or take someone to actually talk to?
Preferably in the Ross Township area, but if they don't exist there, then anything within 15 minutes of downtown.
Something with good cocktails and a bartenders that know what they are doing. Price is not to much of an issue but I don't want to be spending $10+ per cocktail either.
I personally like the lounge at Red Lobster on MckNight. Never too crowded except for Friday Night when people are waiting for tables. Quiet depends on what day and time you are going. A bar or lounge that stays slow and/or quiet too often probably no longer exists if you catch my drift. Restaurant lounges weekday afternnoons and evenings are a good bet.

Friday or Saturday evenings would be the time. But probably not past 9-10 when the real bar crowd comes out.
I'm thinking a restaurant bar would me by best bet for not having a sports, DJ, Dance theme to it.

Not super into Jazz but I don't dislike it either. That has to be better than some DJ blasting away top 40.

It is very hard to find a bar in Pittsburgh that doesn't revolve around TV. Bartenders these days are usually too busy texting to actually be a bartender of old. I rarely go out anymore. The Eclipse Lounge in Lawrenceville doesn't have TV's and has bartenders that will actually talk to you and it is relaxing. Any outside bar like Redfin Blues would be a place to actually talk and not be bothered with a pile of media advertising in your face. Also, usually hotel bars aren't too bad with massive TV's everywhere. There is one on Penn downtown across from the Sharp Edge, I just can't think of the name right now. I wish Pittsburgh had a bar like North Country in Slippery Rock. That is where I would hang my hat, if we had something like that. If I want drink and watch TV, I might as well drink at home. Way cheaper and more comfortable.
