What kind of restaurant? What price point?

Why is a cheap neighborhood important? Isn't a neighborhood best suited for your business more important?

It would be nice to have a restaurant here in Polish Hill.

I take it you haven't been to Gooski's for wings and pierogies, then?

Gooski's is a bar. It would be nice to have an actual restaurant here. We have a thriving little coffeeshop (Lili's) that opened here about a year ago, a record store, a comic book store, and a gift store. We have several bars (Sarney's, Rock Room, Gooski's, Donnie's Place---if it's still even open?). Some things that are missing that the neighborhood residents identified that they'd really enjoy included a laundromat, general store, and, yes, an actual restaurant. As Lawrenceville and Bloomfield continue to become more expensive and as the Strip District continues to gentrify in the coming years I think our neighborhood is poised for a very real renaissance.

The reason I want a cheap neighborhood is because I don't have much money so it would have to be a place with cheap business tax.

As a side note: This is the umpteenth time I posted a question on an internet forum and got treated like my question was stupid. What is wrong with answering my question with the name of the cheapest place to open a restaurant in Pittsburgh, instead of asking me a question in return like Burghgirl17 did or posting a rude reply like robrobrob did?

Homewood would probably be the cheapest.
