As Burgh Diaspora points out, this defies the conventional wisdom on Pittsburgh, based on the last couple recessions, which was that it tends to have sluggish recoveries from recessions:

Instead, we had both a shallower recession and also seem to be having a relatively quick recovery.

All that said, we still have a long way to go to get back to normal levels of unemployment.
