Argiope aurantia is correct. And it is very beneficial (not harmful) you can actually buy them for your garden if you have too many bugs.
We had one by the pool last year that became a pet and we would catch flies and feed it. The kids had a great time. It was big enough to be kind of creepy.

Anyways, regarding the color thing... where did you hear that? In the spider world, colors dont make a difference at all. In fact, there are only 4-5 potentially dangerous spiders on earth, all of them are dark (ie brown recluse, black widow, Brazilian wandering, Sydney funnel web).
These are all such incredible photos. I love insects, so I had to look when I noticed this thread at the top of the forum. So relaxing to look at them...I should visit here and stop going to the politics forum--it stresses me out!
