Anyone know of any brand new apartment communities in the Phoenix area? or apartments currently under construction that plan to be finished within the next 6-8 months?

There's a glut of rental housing in the Phoenix metro area right now - all price ranges and condition. Perhaps people could provide you with useful information if you explained why you're interested in new construction.
