Long story, and I'll try to make it short. I have two nephews ( 11 & 9) whom I've not seen in probably five or six years. The story is, my sister developed a bad drug problem, got involved in some criminal stuff, was sent to jail, lost custody as she is in and out of jail and treatment centers. Her ex is not much better, he's an ex con, doesn't work, bad health, still runs around a pretty shady crowd. My dad tried to contact him months ago, and he agreed to let him visit as long as he would *loan* him some money. So, basically, he uses the boys to make money. Pretty disgusting POS, IMO. Anyways, I don't know how to reach the guy, Dad doesn't either, he moved out of state (Indiana) and nobody knows how to find the guy.
I would like to visit with my nephews, let them know I'm still here, maybe one day something will happen and I can rebuild our relationship. Problem is, I'm not sure if I have any legal grounds for visitation or what options I have. From my angle, it appears I would have to find the ex husband and perhaps even loan money-just to visit. First things first, I don't know how to even find him.
Any opinions or suggestions? Is it a lost cause or do I have some options?

I would hire a PI, they can do a lot of investigative work on the internet to find out what state he's in. Best of luck!

Your sister may have lost custody of the kids, but she might still have visitation rights. And if so, she has the right to know where her children are living. If possible, I would try to arrange a visit with your nephews through her.

I would not, under any circumstances, pay that father money to see the kids. I would not want him to have that kind of control over my relationship with the kids.

Not every state has these - in some states grandparents have no rights at all.

There are internet people search engines by the score. Even Ancestry.com has a mechanism for searching public records, though it's a bit spotty. I'd try something of that sort before I'd hire a PI.

I agree. Type in one name at a time and see what comes up. Sometimes school activities are on the web, and local newspapers are as well.

If nothing else, if they have a Facebook, it may show up.

Try the different search engines, results aren't always the same.
