Ugh is right. I understood his point. Let's just stop beating the horse already. I can agree with him that somewhere, somehow the girl was conditioned to think that the reason why such and such happens is "because I'm ....." I just don't agree with that. Ultimately down the road, that mindset doesn't promote racial understanding but only causes misunderstandings, defensiveness, and potential hostility.
Accept that you have no idea if she was conditioned or was actually made aware of the FACT that some dogs that are improperly socialized are more likely to bite someone of a different race.
There are even dogs that have been TRAINED to attack people of different races.
If this child was made aware of that FACT by her parents, there is nothing wrong with it at all.

Children are protected from those situations by their parents, and are not normally put in a situation where they have to decide if they are safe from people targeting them until they are much older.
Meanwhile, children, are likely to run into dogs in their normal lives, like playing on a lawn. And they are just as likely to run into a badly trained or poorly socialized dog.
Children need to be warned of the dangers that they are likely to face, and protected from dangers they are not old enough to handle. Hence we warn children about "strangers" without going into details about what they strangers will actually do.
My brother is not white, we warned him about a neighbors poorly socialized dog who routinely went after him (and not the other white kids in town) and when he asked why the dog went after him and not his cousins or sisters we told him. We didn't warn him about other issues he would face until he was older.
Once again, a child being cautious about a poorly socialized dog is not the one with the problem.
