Moving 3 wks into school year... What would you do? (parent, student, kids)

I disagree. Kids that age aren't forming cliques, and the requirements for most classes are simple - sitting at a desk or with a group, lining up, raising your hand, etc. are things any kid of normal intelligence can pick up right away. It might take a day or two for them to find their groove, but I wouldn't quantify that as rough in any way.
That is definitely not the case where I live. Parents have gotten nailed for keeping their kids out and not filing a home study enrollment.
All within 3 weeks? You must live in a remarkable school district not affected with beauracratical delays like the rest of us. Your local Child Protective Services must investigate every complain that very day. Even if they were to send out a notice on the very first day of school, they would give you a certain amount of time to respond to the complaint, by which time the OP would have enrolled her children in the new school.

Stay in a hotel close to the new school. Starting K and 1st grade 3 weeks late is rough.
Since you will be saving on the private schooling cost....hotel should be easy to afford.
I would disagree. Kids are more resilient than we give them credit. At that age they are excited to have someone new join the classroom and may even ask them questions about where they came from. If the teacher is good, she will make a lesson out of it like everyone comes from somewhere, etc.
I'm more of the "band-aid" mentality, just do it, quickly, and neatly. Good luck, I have been in your place.
