Strong arm doesn't necessairly mean "mugging" although it oftentimes does, and any robbery can be a mugging. Strong arm robberies are robberies where a weapon is not shown and bodily physical force is used (hands, feet, "arms", etc). Say I were to come and start beating you ninja style with a crew and say "give me the money". That's strong arm robbery. That could happen either to a pedestrian (often an oblivious one) or a store or anywhere else. It's a very, very common tactic in parking lots nationwide.
