What's more alarming: seeing a dead body in a river, or seeing that dead body get up and start moving toward you?

As a retired LEO I question why no one went out to the man to check on him to include the police on the scene? It's not like he was out in deep waters. It's possible CPR could have revived him or who knows what they could have done but at least try something.

That's the first thing that I thought. No civilians even bothered to pull him in to shore? The police didn't check for vital signs? I guess the guy's lucky because no one bagged him.
