LOL.. you'll never see an Arizona Highway Patrol car going at the speed limit, so we're always safe going 10 MPH above the speed limit.

If I see a police car on the highway and I am going a bit over the speed limit I will pass them and everyone else I can if they are also driving within 5 miles of the limit. The reason is that in California it is a jurisdiction thing. The Highway patrol has jurisdiction on the Highways, the police do not. Then again I wouldn't blow by the Police either.
